subsequently to the Secretary of State. Proposals

involving additional recurrent expenditure would normally

require prior approval of the Secretary of State unless

the additional recurrent expenditure involved were less

then $10,000 per annum.

(c) Salaries and conditions of service

Any general change proposed in the salaries or

conditions of service of the staff would require the

Secretary of State's prior approval.

(a) Quarterly retuzus

Quarterly returns should be submitted to the

Secretary of State by the two Governors concerned of

revenue and expenditure in order that the general trend

may be kept under review.

(~) Other references to Secretary of stute

The Governors should refer to the secretory of State

for prior approval any question on which, in eccordance

with paragraph (3) below, the Secretary of State has

agreed to consult the Treasury.

For period from 1st January, 1947.

(a) The provisions of Chapter VII (Finance) of

Colonial Regulations (Part II) will apply in full.

Appropriate limits will require to be fixed under

Colonial Regulations 265 (1(a)) and 278.

(b) Paragraphs 1 (d) and (e) above will remain in

force until withdrawn or amended by Secretary of State.

(3) Consultation with Treasury.

In view of the control to be

exercised by the

Secretary of State on the matters set out ia parugrophs

(1) and (2) above, the Treasury have agrecod that

reference to them will not be necessary except to the

extent indicated at (a) to (f) below.
